Kaluga Region Among Top 5 Regions in National Investment Climate Rating

A presentation of the 6th National Investment Climate Rating results was delivered at the XXIIIth Saint Petersburg International Economic Forum on June 6, 2019. Kaluga Region holds the 4th place among 85 regions of the Russian Federation.

The rating is applied to assess the activities of Russian regions’ governments  and to identify best practices in the field of interaction with investors, and introduction of such practices in other regions.  Business climate of Russian regions was assessed on the basis of 45 parameters in four key areas: regulatory environment (algorithm to obtain permits and licenses, company registration procedures’ efficiency), institutional environment (efficiency of business support institutions, business loads, information support quality); availability of resources and infrastructure quality, efficiency of SME support measures (financial and non-financial).  

Svetlana Chupsheva, Director General, Agency for Strategic Initiatives, noted that Kaluga Region had demonstrated the best growth dynamics among Russian regions. She said:”Competition between the regions is very tough. It is much more difficult to join Top 20 as compared to 2018. For the first time investments in the first 10 regions in the rating exceeded the average Russian value”.

Anatoly Artamonov, Governor of Kaluga Region, in his turn pointed out that Kaluga Region Government had improved business environment in the region, including environment for SME development. He said: “The Agency for Business Development has been created the Chamber of Commerce of Kaluga Region regularly organizes meetings with entrepreneurs. We plan to continue our cooperation with federal government institutions to make financial and non-financial resources more affordable for businesses”.  

The National Rating is based on business community opinions. The vast majority of parameters are assessed on the basis of polls’ results. About 400,000 entrepreneurs took part in the polls.   

It is worth mentioning that for the first time the rating was tested in 21 regions back in 2014. Kaluga Region Government got the highest score (first place) in terms of business climate improvement.

In 2015 Kaluga Region held the second place in the full-scale National Rating (76 regions were assessed). It got the highest score in terms of  regulatory environment, business support institutions, and mall business support.

In 2016 Kaluga Region held the third place among 81 regions (Nenets autonomous region, Chukotka autonomous region, Republic of Crimea and Sevastopol poll results were not sufficient). Experts noted that the region’s policy priorities included innovative environment and education cluster  development.

In 2017 Kaluga Region held the fifth place among 85 regions, in 2018 it joined Top 15 of the leading regions.
