Ambassador of the Italian Republic: Pharmaceutical Industry Is One of the Most Promising Areas for Cooperation between Kaluga Region and Italy

A delegation of Italian pharmaceutical industry companies’ representatives visited Kaluga Region on June 14, 2019. It was headed by Pasquale Q. Terracciano, Ambassador Extraordinary and Plenipotentiary of the Italian Republic in the Russian Federation The delegation was to get information on Kaluga Region economy and its investment potential. Other objectives included the expansion of the existing areas of cooperation and establishment of new contacts in the pharmaceutical industry.    

In the course of negotiations Ambassador Pasquale Q. Terracciano noted that it was his 18th business mission to Russian regions. He said: “It is the 18th region in terms of numbers but the 1st in terms of its investment potential. Kaluga Region is one of the most dynamically developing regions of Russia. It demonstrates stable growth in all ratings. Specialized clusters, business support institutions and openness of the regional government agencies make Kaluga Region very attractive for investors. Our current objective is to determine potential cooperation areas for pharmaceutical industry companies, as Kaluga Region’s pharmaceutical cluster is one of the largest and the most efficient clusters in Russia”.

Anatoly Artamonov, Kaluga Region Governor, in his turn noted that the turnover of trade between Kaluga Region and Italy had grown by 40% in two previous years. He said: “The pharmaceutical industry if one of the most important cooperation areas. Berlin Pharma plant successfully manufactures pharmaceuticals in Kaluga Region, while Palladio Dzannini produces packing materials for pharmaceuticals”.

An agreement between Kaluga pharmaceutical cluster and C.H.I.C.O. (Cluster of Health, Innovation and Community), one of the largest Italian clusters, was signed at  Meet in Italy for Life Sciences partnering forum in October 2016. The clusters are to cooperate in a number of areas being of top priority for pharmaceutical clusters, namely, sharing best practices in the field of R&D, joint projects’ implementation, development of technologies and manufacturing of original pharmaceutical substances.  

Kaluga pharmaceutical cluster is one of the largest pharmaceutical clusters in the Russian Federation. It comprises 64 members, Russian and global companies, innovative SMEs, leading R&D and education institutions. Kaluga Region pharmaceutical manufacturers produce about 160 medicines, several dozens more are to be added in the near future. In 2018 the total revenue of Kaluga pharmaceutical cluster companies exceeded RUR 50 billion. It is a more than 10-fold growth as compared to 2012.  

Kaluga pharmaceutical cluster was the first Russian cluster to receive a Silver certificate of European Secretariat for Cluster Analysis.  The cluster management system and its key activities were audited using 30 parameters in line with European Cluster Excellence Initiative assessment methodology. Over 70% parameters were supreme higher than the required values, which is a confirmation of its management system high efficiency  and its business’ compliance with international best practices.
