Kaluga Region Holds Its TOP5 Position in National Investment Climate Rating

A presentation of the fourth National Investment Climate Rating of the Russian regions was held at the XXI Saint Petersburg International Economic Forum on June 2, 2017. Kaluga Region holds the 5th position among 85 Russian regions.

The rating is used for assessment of regional authorities’ activities and for identification of best practices in the field of cooperation with investors, as well as introduction of such best practices in other regions. The regions’ business climate is assessed on the basis of 45 indicators in four areas: regulatory environment (algorithms to acquire necessary licenses and permits, companies’ registration procedures’ efficiency); institutional environment (efficiency of business protection institutions, pressure on business, information support quality); availability of resources and  infrastructure quality; SME support efficiency (financial and non-financial measures).

Kaluga Region has been holding top positions in the rating for the fourth year in a row.

The National Rating has proved its efficiency in terms of assessment of different authorities’ endeavors to improve business climate in the regions. The rating also promotes competition for investments at a regional level.   Thirty six regional teams were trained how to apply competencies in the field of efficient team cooperation, how to manage changes at a regional level, how to ensure efficient state management in 2016. They also were trained in application of National rating best practices.  

The National Rating is based on business community opinion. The vast majority of indicators are based on poll results. 400,000 entrepreneurs took part in the polling procedures.

The test rating activities were arranged in 2014 in 21 regions. Kaluga Region Government got the highest rating in terms of business environment improvement.

In 2015 Kaluga Region was named the second out of 76 participating regions in the full scale National Rating. It had the highest rating in the following categories: regulatory environment, business development institutions, and SME support.  

In 2016 Kaluga Region received the third place among 81 Russian regions (information was not sufficient for four regions, namely, Nenets Autonomous Region, Chukchi Autonomous Region, Republic of Crimea and Sevastopol) Experts noted that the creation of innovative environment and an educational cluster is among top priorities of Kaluga Region policy.
