The Governor of Kaluga region has been ranked second by the second edition of the efficacy rating of Russian governors, which has been brought out by the Civil Society Development Foundation.

The Civil Society Development Foundation has come up with the second edition of the integral efficacy rating of Russian governors, which was prepared jointly with the Public Opinion Foundation, the Federal Service of State Statistics and the National Monitoring Service.

According to the rating results Anatoly Artamonov was ranked second after Dmitry Kobylkin, head of Yamalo-Nentsky Autonomous District, ending up among the leaders of the rating. Rustam Minnikhanov, head of Tatarstan, Aman Tuleev, Governor of Kemerovo region, and Evgeny Savchenko, Governor of Belgrod region, were also ranked among Russia’s five best governors.

The governors were grouped based on the economic situation in the region, their media efficacy index, expert evaluations and a previously held survey of the regions’ social wellbeing.
