According to the most reputable experts Kaluga Region tops the social and economic strategy quality rating prepared by Expert RA rating agency.
As of the beginning of April 2013 61 out of 83 Russian regions had long-term social and economic development strategy in place. Kaluga Region has the most clear and well-developed strategy, which proves high efficiency of regional authorities.
