Kaluga Region became one of seven pilot regions where the expert council under the Government of the Russian Federation tests the contracting system mechanisms including those to ensure better transparency of government and municipal purchase contracts.  

An open meeting with the participation of regional public organizations’ representatives is to be held in Kaluga Region Ministry for Competition Policy. The key objective of the meeting is to discuss the legal basis to ensure more efficient engagement of public in procedures related to government and municipal purchase contracts. 

In the course of the meeting the provisions of new Federal Law No. 44 on government procurement contracting system to become effective on January 1, 2014 will be clarified.  One of the key innovative features of the law is the participation of public in procurement process under government and municipal purchase contracts.
