Ministry of Industry and Trade of the Russian Federation and Arkhbum Tissue Group signed SPIC 2.0

The Ministry of Industry and Trade of Russia, Arkhbum Tissue Group, the government of Kaluga Region and the administration of Borovsky District signed a Special Investment Contract (SPIC 2.0) for the production of sanitary and hygienic products.

The contract will allow Arkhbum Tissue Group to launch a production and warehouse complex with a total area of ​​more than 80,000 m2 in the Vorsino industrial park. The production capacity will be 63 thousand tons per year of base paper and 27 thousand tons per year of sanitary and hygienic products. Investments in the project will exceed 9 billion rubles.

Under the special investment contract, the company will be able to take advantage of income and property tax benefits.

“Paper products are one of the daily needs of modern society. We see constant growth in the market. The SPIC will allow the company to reduce the material and energy consumption, increase the use of waste and other renewable sources for energy production. Plus, the enterprise will be able to provide more than 200 jobs, as well as apply advanced technologies in the production of tissue paper,” said Oleg Bocharov, Deputy Minister of Industry and Trade of Russian Federation.

The Arkhbum tissue group plant for the production of sanitary and hygienic products and paper has been operating in the Vorsino industrial park since 2020. The capacity of the enterprise is 70,000 tons of products per year.

SPIC is an agreement between the investor and the state, which fixes certain obligations of both parties. The investor undertakes to implement an investment project for the development and implementation of technology for the launch of mass production of industrial products based on this technology. The state represented by the Russian Federation, a region or a municipality - to ensure the stability of the conditions for doing business and incentive measures to reduce corporate income and property tax rates.
