On February 26, 2013 a meeting of the region's architecture council was held. The meeting was attended by governor Anatoly Artamonov.

The council reviewed the architecture and urban development concept for construction of City Park at the Yachenskoe water reservoir embankment in Kaluga. According to the concept, a multifunctional hotel with a business center is to form the core of the new project. The park ensemble will form a large public area, including business and sports centers, recreation facilities, as well as hotels and apart hotels. The underground parking of the new building will be able to accommodate up to 169 cars.

The architecture council approved the construction of a reversible ropeway at the Yachenskoe water reservoir. The construction is to begin already this year. The reversible ropeway, as well as water ramps will allow to organize wakeboarding and wakesurfing competitions of any level. The facility is also to become a popular attraction for Kaluga residents and tourists throughout the year.
