What are the conditions for foreign specialists arriving to Kaluga Region with children?

There is the Kaluga International School (an autonomous nonprofit organization), which has been operating in Kaluga Region from 2012. According to its teaching program, pupils can get a globally recognized international certificate of secondary education. The teaching staff includes foreign teachers with international certification. Also, a special class was organized for German speaking children of Volkswagen employees, in lyceum 48. What new offers does Kaluga Region have for investors?

Our new offer is placement of production facilities in the Kaluga special economic zone (SEZ).

The area of Kaluga special economic zone equals 1,042.6 ha. The land plots are located at a 0.1 km distance from Lyudinovo (in the vicinity of the village of Voilovo, Lyudinovo District, Kaluga Region) (610.6 ha) and near the village of Kozelskoye, Borovsk District, Kaluga Region (432 ha). These will apply to several types of economic activity: manufacturing of machinery and equipment, wood processing and manufacturing of wood products, and manufacturing of automobile parts and accessories, engines. 

The costs of investors implementing projects in special economic zones are lower by 30-40% on average as compared to projects implemented elsewhere.

According to data for the first half of 2017, more than 160 investment projects currently being implemented in Kaluga Region, 94 new production facilities were commissioned in the region 2006 – 2016 . “New economy” enterprises have created nearly 25,000 jobs. Health system: does Kaluga Region have doctors that speak foreign languages?

Yes, there are specialists in the region that speak foreign languages. When a person comes to work in Kaluga Region, can he expect to get housing?

Together with major investors, the regional administration has established the principal requirements to living conditions, which are reflected in the subprogram “Housing for professionals – development of rental housing” that is part of the special purpose program “Stimulation of residential building development in Kaluga Region”. Several residential micro districts with amenities are currently being built under the subprogram in immediate proximity to industrial parks. There are plans to build a total of 87,000 sq.m of affordable rental housing before 2015.

Major projects:

  • Stargorod - 420 units with total space of 14,000 sq.m, plus a café bar, canteen, business center, gym and parking.

  • Olympic Village – 300 individual houses, 70 townhouses. 500 specialists are already residing in the complex.

  • Molodyozhny - 11 residential buildings with 840 apartments. Total space – 33,900 sq.m.. The first block (96 apartments) has already been commissioned and occupied by residents.

  • European Quarter – a micro district with 3-storey apartment houses and social amenities.

One of the key principles forming the foundation of relationships between Kaluga Region’s administration and investors is mutually beneficial partnership. The same principle defines the region’s investment philosophy. Each investor, regardless of the volume of investments, country of origin, or segment of business, gets full support on all stages of project implementation. The region has established development institutions, each responsible for specific investor objectives. The Development Corporation creates industrial parks, the Regional Development Agency is the state consultant, Industrial Logistics is a company that resolves issues relating to transport and logistics infrastructure, and the Agency for Innovative Development is responsible for development of high-tech segments of the economy. So, our development institutions help investors implement any investment projects as quickly as possible and with maximum comfort. Do investors in Kaluga Region enjoy any tax benefits?

Kaluga Region offers investors tax benefits, which are provided for income tax and property tax over a period from one to four years. The amount of tax benefits depends solely on the volume of investments (starting from RUR 100 million). Companies of the pharmaceutical segment get property tax benefits for up to five years. Are there specific country entry and employment rules for foreigners?

How is the HR issue resolved in Kaluga Region? Does the labor market meet the actual demand, and does the level of qualification satisfy investor needs?

To saturate the regional labor market, Kaluga Region uses resources provided by internal and external migration. We have cooperation agreements with 33 Russian regions. The region has a range of programs intended to create decent working conditions for both natives of the region and those who want to live and work here. 

Career guidance, modernization of the educational system to meet modern requirements, establishment of specialized training centers – all these measures provide an efficient solution for the human resource issue. Thus, the center for training of automotive industry staff, in which just under RUR 1 billion was invested from the regional budget, has already trained more than 9,000 specialists for companies of the automotive segment. In the nearest future we plan to create similar multifunctional centers for construction, agriculture and pharmaceutical segments. Kaluga Region’s higher educational establishments train engineers in 56 different specializations and directions. Thus, the existing system of staff training allows us to get the required specialists, whose levels of qualification meet out investors’ high standards.
